OPM stands for United States Office of Personnel Management which is an independent agency of the United States government. OPM manages the civil service of the federal government. The current director of OPM is John Berry and the Deputy Director is Christine Griffin. A message from the director of the U.S. office of personnel management:

The U.S. Office of Personnel Management’s (OPM’s) Washington, DC, Area Dismissal or Closure Procedures is attached for your information. In situations like, to prevent significant numbers of employees in the Washington, DC, area from reporting for work on time or which require agencies to close all or part of their activities, including emergency situations and major disasters, adverse weather conditions, natural disasters, and other incidents causing disruptions of Government operations, these procedures will apply however not to pandemic situations. The similar dismissal or closure procedures in other major metropolitan areas have been coordinated by Federal Executive Boards.

Over a period of many years, the Washington, DC, Area Dismissal or Closure Procedures were developed in consultation with the Metropolitan Washington Council of Governments. The procedures are based on the principle like in the past which the business of the Federal Government is central to helping the public everywhere and that they must do so without compromising the safety of their employees. Independent action should be avoided by Agencies in the event of area-wide work interruptions as any changes in the working hours of Federal employees in this area must be harmonized cautiously with municipal and regional officials in order to reduce interruption of the highway and mass transit systems.

Federal agencies in the Washington, DC, area are OPEN under an UNSCHEDULED LEAVE policy. Which means,

* Employees who cannot report for work may request unscheduled leave for their entire scheduled workday. Employees must notify their supervisors of their intent to take unscheduled leave.
* Emergency employees are expected to report for work on time.

Hearing impaired users may utilize the Federal Relay Service by dialing 1-800-877-8339 to reach a Communications Assistant (CA). The CA will dial the requested number and relay the conversation between a standard (voice) telephone user and text telephone (TTY) user.

In all executive agencies located inside the Washington Capital Beltway, their operating status procedures apply to employees. To employees of the U.S. Postal Service, the government of the District of Columbia, or private sector entities, including contractors, these procedures do not apply. Amenities outside the Beltway may favor to develop their own plans, as they are subject to dissimilar weather and traffic circumstances than those within the Beltway. In unusual situations, however guidelines may be issued by the Office of Personnel Management (OPM) as well.
